HLECA Civic Center Rules / Regulations

Completing and signing a rental agreement indicates that you have read and understood the hall rules and regulations. The Reserving party is considered the person who is listed as the “Responsible Party” on the Hall Rental agreement.

  1. NO DECORATIONS, TAPE, STAPLES, SCOTCH TAPE, THUMBTACKS, OR OTHER ITEMS ARE ALLOWED ON THE CEILINGS, WALLS, OR DIVIDERS. Upon inspection, if walls are damaged, charges for damages will be taken from the security deposit.  If damages are more than the amount of the security deposit, you will be billed for the balance.
  2. Reservng party must maintain numbers within hall capacity. Hall’s maximum capacity is 280.
  3. Renter agrees to indemnify the Holiday Lake Estates Civic Association and its members or agents against all liability to persons or property. The reserving party is responsible for all guests attending the event. Any damage or loss resulting from the event attendees will be billed to the reserving party. Any intoxicated guests are the responsibility of the reserving party.
  4. Children MUST be supervised at all times. The reserving party listed on the rental agreement is responsible for any and all damages caused by children.
  5. Wifi is provided during event hours only. The password is for the renter only and is not to be distributed. The Holiday Lake Estates Civic Association wifi can not be used for ILLEGAL ACTIVITY OF ANY KIND and the reserving party accepts full responsibility for activity during rental times and by their agents and event attendees.
  6. NO CONFETTI or stickers are to be used in the building. Use of confetti may be grounds for forfeiture of security deposits.
  7. No smoking is allowed in the building.  Smoking outdoors in designated smoking areas only. The reserving party is responsible for cleaning up cigarette butts.
  8. No pets or animals, except certified service dogs, are allowed on HLECA property. Unauthorized animals may result in forfeiture of deposits. The reserving party is responsible for cleaning up after authorized animals.
  9. The sale of alcoholic beverages is not permitted.
  10. You must furnish your own food, dishes, silverware, serving utensils and dishcloths, etc.
  11. Clean-up is the responsibility of the reserving party.  The community building and property must be restored to their original condition. Failure to clean up will result in a $150 cleaning fee, at the HLECA’s discretion.
  12. Any damages to equipment, property, and/or facility will be charged to the reserving party.
  13. The Holiday Lake Estates Civic Association Board reserves the right to require security personnel to attend any function at the cost of the person renting the building or to have a Board member present at any time.
  14. COURTESY PROTOCOL: The Holiday Lake Estates Civic Association Board reserves the right to refuse service to any group or individual. The HLECA reserves the right to request any person or group of people acting unruly and contrary to rental regulations to leave the premises. Assistance from law enforcement agencies may be acquired if this request is not met immediately.
  15. All functions end at or before 12 AM.  This includes clean-up time. The Reserving party agrees not to disturb the surrounding community with excessive noise levels. Pasco County Noise Ordinance is 11:00 PM and all music and noise of any kind must end by that time. Failure to vacate by 12:00 am may result in forfeiture of your deposit.
  16. No tent stakes may be pounded into the blacktop and no markings are allowed.
  17. All weapons, drugs, and other illegal contraband are prohibited on the property.
  18. All fireworks, pyrotechnics, and open flames, including candles are prohibited on the property.
  19. No vehicles may be left on the property overnight.
  20. The reserving party cannot hold HLECA or its agents responsible for failure to provide the basic facilities and services due to emergencies, catastrophes, excessive weather, or interruptions of public utilities. HLECA will allow you to reschedule if possible. If an Act of God were to occur preventing the event from taking place as scheduled, HLECA will allow for the event to be rescheduled, pending availability, with no penalty.
